If South Africa's apartheid system had never existed would South Africa have been better off?

I read on Wikipedia, that Jan Smuts was actually reconsidering the matter. He was thinking of integrating the races of South Africa and seeing how that went. But the National Party basically said "no way Jose" and went the full monty.
